MDS 3.0 - The Resident Interview

On January 24th CMS held a Town Hall Meeting to provide the status of MDS 3.0, which will be implemented in October, 2009.

One of the significant changes from MDS 2.0 to MDS 3.0 is the use of direct resident interview. Rather than attempting to gather information about the resident from family members or facility staff, which can be time consuming and inaccurate, MDS 3.0 uses interviews of the resident to capture specific information. The resident interview is perceived as a "significant advance" in MDS 3.0.

The interview is:
  • A method of conveying respect for the resident by asking how they feel or there preferences; Respect is "fundamental to high quality care and resident quality of life".
  • The most accurate way to assess areas such as cognition, mood, preferences, and pain. It has been proven that staff or family impressions do not capture the resident's true conditions or preferences, and that they may "underestimate" the presence of treatable conditions.
  • Is a more efficient because information is gathered directly from the source.

The expectation is that the interview will create an ongoing dialog with the resident through which it is "safe to report on symptoms and care needs". CMS recognizes that care givers and staff communicate daily with residents. The structured questions and responses of the interview are not meant to replace that relationship.

Additional information on MDS 3.0, including a full transcript of the town hall meeting and the PowerPoint presentation can be found on the CMS, open door forums Web site at
http://www.cms.hhs.gov/OpenDoorForums/05_ODF_SpecialODF.asp.

State Watch
Please be aware of the following changes to certain state Medicaid requirements:

  • Massachusetts Medicaid is moving from the state proprietary Claim Form 10 to the UB04 in the summer of 2008. We are watching the website www.mass.gov/masshealth for further documentation and clarification.
  • Ohio Medicaid is requiring users to continue to submit their Ohio Medicare Claims in the NPI Dual Mode at this time in order for their claims to automatically crossover to their Ohio Medicaid intermediary.
  • Indiana Medicaid is requiring Dual or NPI Only status on all Medicaid claims as of March 1, 2008. Facilities need to make sure their Indiana Medicaid payor is setup for Dual or NPI status.

Training Opportunities
One of the most daunting challenges facing long-term senior healthcare and nursing home professionals is proper staff training. Employees come and go, and when they do, their training goes with them. If you don't want to continually face the expense and headache of having each new employee trained for our products, send a knowledgeable member of your staff to our Train the Trainer Program in order to become a QuickCARE Certified Trainer. If your facility is interested in sending someone to our next Train the Trainer Program please call our Training Department at 800-259-7633, Option 4.

April 16th marks the first of a series of free E-Training Sessions and will cover "How to Build a Face Sheet". The trainings are intended for all QuickCARE users and will cover a variety of topics from Resident Demographics to submitting Medicare claims. The session will be held twice a month at 2 pm CST and will be conducted by a QuickCARE Certified Trainer. The session will last approximately 90 minutes with a 30 minute Q&A. Please visit our website at http://www.quickcare.com/training_product.asp to view the schedule for April. We look forward to your participation and value any feedback you could provide. If you have questions, please submit those to training@quickcare.com.
